Sending volume is a separate limit. Google documents 2,000 messages a day and 3,000 external recipients for a paid Google Workspace user. Microsoft documents 10,000 recipients a day for an Exchange Online mailbox, plus a tenant limit on external recipients. Those are ceilings.
